How Containment Booms Are Deployed, Anchored, and Recovered
Containment booms are deployed by staging and inspecting the boom and rigging, joining sections, attaching the correct towing hardware, and paying the boom out from shore, a dock, a workboat, or a reel. The crew then positions it in an exclusion, diversion, or containment configuration, secures it with anchors or fixed moorings, monitors it as conditions change, and retrieves it under control for cleaning, inspection, and storage.
No single method fits every site. Water depth, current, waves, tides, bottom type, shoreline access, vessel traffic, spill movement, boom design, workboat capacity, and the planned recovery point all affect how the operation should be carried out.
Begin With the Objective and Site Plan
Before moving equipment, decide what the boom must do:
- Exclude oil from a sensitive area
- Divert oil toward a collection point
- Contain oil in a U- or V-shaped pocket
- Support a skimmer or other recovery system
Map the deployment route, vessel approach, shoreline tie-off points, anchor locations, recovery area, and safe working positions. Check current speed and direction, wind, waves, tidal range, water depth, bottom conditions, debris, and changing weather. Improper anchoring, poor positioning, and failure to adjust for current or tide can cause loss of containment.
The oil containment boom must also match the operating environment.
Stage the Complete System
A boom is only one part of the deployment package. Before launching, confirm that the crew has the equipment needed to place, hold, recover, and service it:
- Boom sections, inflation equipment if required, and compatible connectors
- Toggle pins, shackles, tow bridles, tow lines, and spare rigging
- Anchors, chain, anchor line, marker buoys, shoreline hardware, and tidal moorings
- A boom reel, power pack, guide rollers, or storage rack when used
- Workboats with suitable towing and deck-handling arrangements
- Radios or an established hand-signal plan
- Skimmers, pumps, hoses, and temporary storage
- Repair, cleaning, and decontamination supplies
Assign clear roles for the supervisor, vessel operator, reel operator, line handlers, anchor team, spotter, and recovery crew. Everyone should understand the sequence, communication method, and conditions that require the operation to stop and be reset.

How Are Containment Booms Deployed?
From Shore or a Fixed Structure
Lightweight boom may be carried along a bank, pulled across a narrow channel, or deployed around a dock or transfer area. A shore-based reel can pay out longer lengths while a boat or line-handling team moves the lead end into position. Fixed structures may provide mooring points, but the system must still allow for changing water levels and loads.
From a Workboat
For vessel deployment, sections are connected on shore or deck and the lead end is fitted with the manufacturer-specified tow bridle. The bridle spreads towing force across the boom end rather than concentrating it at one connection point. The boat then pays out or tows the boom at a controlled speed while the crew watches the skirt, connectors, tow line, and nearby traffic.
A second vessel, such as an ELASTEC Inlander may be used to form a sweep or containment pocket. In moving water, a BoomVane can support certain shore-based or single-vessel deployment methods by using water flow to pull the boom outward.
An appropriately configured workboat may provide tow posts, cleats, deck space, rollers, davits, and other handling equipment needed to move boom and rigging. The actual vessel should be selected according to boom load, operating conditions, crew requirements, and manufacturer guidance.
From a Boom Reel
Boom reels organize long boom lengths for storage, deployment, and recovery. Depending on the system, the reel may free-wheel during payout and use manual or hydraulic power for retrieval. Reels can be installed on trailers, docks, containers, or vessels and may use guide rollers to distribute the boom evenly during recovery.
Select the Right Configuration
Common configurations include:
- Exclusion booming: Placed across or around an area to keep oil away
- Diversion booming: Set at an angle to guide oil toward a quieter collection point
- Containment booming: Formed into a U, V, or J shape to concentrate oil for recovery
- Cascade booming: Several shorter, staggered sections used where one cross-current boom would carry too much load
In current, the important factor is not only water speed but the force acting perpendicular to the boom. Reducing the angle to the flow can reduce loading and help guide oil along the boom instead of forcing it beneath the skirt. Final angles, boom lengths, anchor loads, and vessel requirements should be based on site conditions, the selected boom, and a qualified deployment plan.
Anchor and Moor the Boom
Anchor selection depends on water depth, current, bottom type, boom size, deployment angle, and expected load. The plan should specify anchor type, number, placement, line length, connection hardware, and how the system will respond to changing water levels.
Tow bridles may also be used for anchoring because they distribute load across the boom end. Shoreline earth anchors can provide a tie-off where natural mooring points are unavailable. At docks, pilings, or piers, a tidal compensator can let the boom move vertically with the water level.
Once deployed, inspect the boom regularly for anchor drag, line chafe, excessive slack or tension, damaged connectors, debris loading, splash-over, submergence, oil escaping beneath the skirt, and changes in current or tide. EPA training guidance identifies improper anchoring, poor positioning, mechanical damage, and failure to compensate for changing conditions as potential causes of boom failure.
Recover, Clean, and Inspect the Boom
Containment and oil recovery often happen at the same time. Position the skimmer, pump, and storage where oil collects, and remove accumulated product before it overloads the boom or is released during retrieval.
Recover the boom in a planned sequence:
- Remove contained oil and debris as conditions allow.
- Release anchors and shore ties in an order that keeps the boom controlled.
- Bring the boom aboard or onto the reel with steady tension and clear communication.
- Keep the contaminated side from flipping back into clean water.
- Clean the boom using methods compatible with its fabric and the recovered product.
- Inspect floats, valves, fabric, ballast, tension members, connectors, pins, lines, and bridles.
- Repair or isolate damaged sections, then dry and store the boom as directed by the manufacturer.
EPA training material specifically cautions crews against allowing the contaminated side of a boom to turn over and recontaminate the water during handling.
Trained Crews Make the System Work
Regular drills confirm that the boom can reach the water, connectors match, reels and power packs operate, anchors and lines are ready, workboats can handle the load, and recovery equipment and storage are available. Training should include deployment configurations, boom failure modes, anchoring, skimmer operation, decontamination, maintenance, and storage.
