Oil Spill Response Training

Elastec, Inc has been accredited by the Nautical Institute in accordance with its accreditation policy and procedures to provide Oil Pollution Preparedness, Response, and Co-operation (OPRC) Level 1 and Level 2 training (IMO Equivalent).

The International Convention on Oil Pollution Preparedness, Response and Co-operation Convention obligates governments to establish a program of exercises for oil pollution response organizations and training of relevant personnel.

The International Maritime Organization has developed a range of training courses to address all aspects of oil spill planning, response, and management. These are known as the OPRC Model Courses. These courses have been designed and developed by an international group of experts from governments and industry.

OPRC OSR Level 1 (Operational) is for workers who respond on-site and clean up oil spills. (IMO Equivalent)

OPRC OSR Level 2 (Tactical) is for supervisors and on-scene commanders. (IMO Equivalent)

The training includes classroom topics and field exercises on local oil spill response equipment.

Objective of Training:

Gain and demonstrate a level of competence and understanding of the weathering process of oil in the marine environment, implement efficient shoreline clean-up using different response techniques, selecting appropriate equipment and participate in oil spill response teams onsite.

Stewart Ellis

  • More than 30 years of experience in the International Oil Spill Recovery Industry
  • Has worked worldwide training and commissioning OPRC efforts and equipment
  • Former ASTM Membership secretary and authored a new standard for oil skimmer nameplate capacity.
  • Key participant in OPRC product and technical applications.

Alejandro Roldán León

  • Masters in marine engineering.
  • More than 10 years’ experience in commissioning, administrative management and Oil Spill instruction.
  • Multi-lingual (English, Spanish, Portuguese)

Marcel Borlenghi

  • Proven a successful leader in dealing with major environmental events and projects for more than 20 years.
  • International emergency response, circular economy, and crisis management across diverse industries
  • Proven background in the ability to devise overall ESG strategy, strategic relationships, and create new product.
  • Multilingual (English, Spanish, Portuguese)
