A Practical Tool for Your Marina Spill Response Plan

A written plan is only as good as the equipment and training behind it. Many marinas and waterfront facilities must think through oil storage, fueling procedures, stormwater paths, dock operations, staff training, and response equipment.

The EPA explains that the Spill Prevention, Control and Countermeasure rule is designed to help facilities that store petroleum plan ahead and prevent spills from reaching waterways. EPA also states that the SPCC rule requires covered facilities to develop, maintain, and implement an oil spill prevention plan known as an SPCC Plan.

For many facilities, SPCC applicability depends in part on oil storage capacity. EPA guidance says facilities with aggregate aboveground oil storage capacity greater than 1,320 gallons may be subject to the SPCC rule, with certain exclusions such as containers under 55 gallons.
